Parish Magazine update - December 2020

The following update appears in December 2020's Parish Magazine:

Highways: 

A19: The Parish Council has contacted City of York Council & Deighton Parish Council to explore the possibility of a pedestrian crossing just to the north of the Church, and is awaiting further discussion.

Skipwith Road speeding: The Council has contacted the highways team, and is awaiting a site meeting. The vehicle activated sign has been repaired under warranty.

Planning:

The Council has been made aware that the District Council will no longer write to residents with notification of planning applications in the vicinity of their property. The Parish Council has asked the District Council to review this decision. Residents can sign-up to receive email alerts of planning applications in their postcode online: https://public.selby.gov.uk/online-applications/.

Two Councillors attended a briefing from Selby District Council (SDC) regarding the new local plan that they are developing. Landowners have submitted potential sites for SDC to consider, this includes several sites around Escrick Village and one on Cawood Road. Significantly more land has been put forward across the district than is expected to be required, so not all sites will be progressed. There will be a public consultation on sites in the new year. Maintenance:

The village green association have completed the majority of the work to replace the fence along Carrs Meadow.

Playground:

The Council reviewed the latest COVID legislation and guidance, and agreed that the playground would remain open with continuation of the measures and restrictions agreed in July. This decision will be kept under review and residents are encouraged to check website/signage for any changes.

Bus stop:

The 415 bus will use the bus stop laybys outside the Sangthai from 23^rd November. This is due to concerns with the safety of the stops at the Lychgate. The Parish Council is liaising with City of York Council to try to improve amenities at the laybys. A bus shelter has been requested for the northbound stop, and lighting options are being investigated.

Suppliers:

From time to time the Council requires ad hoc services such as tree works, hedge trimming, painting and path sweeping. If you would like to be considered for such work when needs arise, please contact the clerk (clerk@escrick.org) with details of the services you are interested in providing. The grass cutting contract will be tendered in December. If you would like to receive the invitation to tender when published, please contact the Clerk.

Vacancies:

Cllr Moran has advised he will be standing down after December’s meeting. The Council is grateful for his varied input over the past 4 years. We now have three vacancies for Parish Councillors. Please contact the clerk or chair if you are interested in getting involved.

Road white line painting

North Yorkshire Highways will be repainting white lines on various roads in/around the village this week.

Stop/Go boards will be used as necessary, and disruption is expected to be limited.

A19 roadworks - Sat 21st and Sun 22nd November

Four sets of roadworks are planned for the A19 in Escrick this weekend (21st/22nd November). Some of these will include temporary traffic lights.  They cover the stretch from Skipwith Road to abeam the playground.

The roadworks are by Yorkshire Water to dig test holes to identify if the ground conditions are suitable for horizontal directional drilling (a technique by which new pipes are laid without excavating).

Bus stop move

From Monday 23rd November, the 415 bus will stop in the bus stop lay-bys outside the Sang Thai instead of the Lychgate.

The change has been instigated because of road safety concerns with buses stopping at the Lychgate.

Timetables and bus stop signs are due to be installed later this week. The Parish Council is exploring options to get lighting and a bus shelter installed at the northbound lay-by, and expects to be able to provide an update on these proposals in early December.

For users of bus times apps, the new stops are called 'Escrick, Church Cottages' and have the stop codes of 32903685 (northbound) and 32903686 (southbound).

Appeal for information after Wheldrake sexual assault

North Yorkshire Police is appealing for information from the public after a teenage girl was sexually assaulted at the sports field at Wheldrake Recreation Centre, Broad Highway in Wheldrake, York around 3.15am on  Sunday 15 November.

Officers are appealing for anyone who was in the area of the sports fields or surrounding streets between 2am to 4.30am on 15 Nov and who may have information or dashcam footage which could assist the investigation

Parking issues

We are aware of recent issues with dangerous, inconsiderate and illegal parking associated with primary school drop-off and pick-up.  The school has written to parents/carers on several occasions to remind them and request consideration, however a small number continue to exempt themselves.

Police and civil enforcement will now take place. Where residents are concerned about vehicles parking illegally and/or dangerously these should be reported directly to the police on 101 or to neighbourhood policing at sntselby@northyorkshire.pnn.police.uk .

A reminder of the key restrictions:

• No parking where there are double yellow lines, or zig zag school markings
• No parking where there are double white centre markings
• No parking where there is a dropped kerb
• No parking where it obstructs traffic along the highway
• No parking where it obstructs access to driveways or shared driveways
• No parking within 10m of a junction
• No parking on private driveways and private cul-de-sacs without permission

Whilst the school regularly tries to encourage considerate behaviour, neither the school nor Parish Council have powers to enforce parking regulations. The police have requested that offences are reported to them directly.

Summary of parking offences

Fireworks 2020

Many residents enjoy fireworks displays, but fireworks can cause distress to pets, horses, and some people.

Residents are encouraged to notify others before displays take place.  This allows people to make arrangements such as keeping pets indoors, or taking necessary medication.

If you are planning a fireworks display, we would be very grateful if you would notify fireworks@escrick.org stating the date/time/venue for the planned display.

Fireworks are likely during the next few days for bonfire night, and on/around 14th November for Diwali.

Cawood bridge closure - Nov 2020

Cawood bridge is closed due to flooding.  The closure is expected to last 'a few days'.

Lockdown Nov 2020 - Playground

Government legislation and guidelines for the lockdown period allow outdoor playgrounds to remain open.

The Parish Council discussed the changing position on Monday, and agreed that the playground would remain open, and the restrictions agreed in July would continue to apply.

Whilst the guidelineshave some exceptions, in general this means only using the playground as a household or bubble, not meeting to play with others, and minimising the time spent outside the home. 

In particular we request that parents/children do not attend en-masse after school, and please observe the restrictions put in place in July:

• A maximum of 20 people on site (adults and children combined)
• Each piece of equipment is only to be used by one household or bubble at a time
• Please clean points of contact on equipment before using (bring your own sanitising wipes or similar)
• Thoroughly wash hands before and after attending
• Do not use the site if you are required to self-isolate
• Consider your family risk profile when deciding if it is appropriate to use the facility
• No eating on site

The enhanced anti-microbial cleaning regime will remain in place.

Updated 13th November 2020:  The playground will now close at 3pm on weekdays. No one should be on the site after 3pm on weekdays.
